What an Electrical Installation Condition Report covers

An EICR records the condition of an existing fixed electrical installation through inspection and testing within an agreed scope. It considers areas such as wiring, circuits, protective devices and earthing, identifying deterioration, defects and other observations.

It is different from a certificate for new installation work and is not the same as portable appliance testing. Access restrictions and agreed limitations should be recorded, so the report can be understood in context.

Understanding the report and observation codes

The overall outcome is satisfactory or unsatisfactory. C1 indicates danger present, C2 indicates potentially dangerous conditions, and FI means further investigation is required without delay. C3 identifies an improvement recommendation and does not, by itself, make the report unsatisfactory.

The report explains findings and any recommended next steps. Remedial work is separate from the inspection unless explicitly included in the agreed scope. Urgent findings need appropriate action rather than being left until a routine future visit.

Preparing for testing in your property

Provide access to the consumer unit and as many relevant outlets and areas as possible. Testing may involve temporary power interruptions, so discuss sensitive equipment, occupants and access arrangements beforehand. Previous reports and certificates are useful if available.

Homeowners may arrange an inspection to understand an ageing installation or before renovation, while buyers may want information before committing to a purchase. Landlords should check the current requirements that apply to their Welsh property and tenancy; inspection intervals and legal obligations should not be assumed to be identical across the UK.
